i am wondering why the blower will run while the central air is turned off. when the central air is on the fan is working. then when it kicks off sometimes the blower will just run only again.

Most a/c's are wired that way. If you just want ventilation you don't have to run the compressor.
Also for the sake of efficiency, on some a/c's the blower will run after the compressor shuts down to extract a little more cold air from the evaporator coils.
